LOCAL SERVICES ADS · PAID MEDIA

# Four of the Five Levers in Local Services Ads Are Not Money

Local Services Ads look like the simplest product Google sells. Pay per lead instead of per click, sit above the search results, answer the phone. Then an account runs for weeks and produces almost nothing, and the budget turns out not to have been the reason. Google publishes what the auction weighs, and most of it is not the bid.

In one paragraph

Local Services Ads management means running the profile, not just the budget: the verification checks, the job categories your license actually covers, the service area, the response time and the review flow that Google’s own auction ranks on. ## What Google Actually Ranks, in Google’s Own Words

Google describes the auction as the process that orders profiles for a given search, "taking into account bid and overall profile quality" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). Profile quality is rating, number of reviews, average response time, use of high-quality images and the verification checks completed. Only one of those is money.

Start with the published mechanics, because they reframe the whole product.

Google describes the auction as "the process Local Services Ads uses to order profiles for a given search, taking into account bid and overall profile quality" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). The bid is defined narrowly: "the maximum amount you’re willing to pay for a lead, though you may end up paying less" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). It is a ceiling, not a position.

Then the factors that are not money. Responsiveness is named directly, with an unusually blunt warning attached: "Missed calls may negatively affect your responsiveness" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). Relevance is about fit rather than spend, covering "how relevant your business is for the customer’s search, for example, services you provide and your business bio" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)).

Profile quality is the broadest of them, and Google itemizes it: "your rating, number of reviews, average response time, use of high-quality images, the verification checks you have completed, and any other information about your business that may influence user preferences" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)).

Read the list again as an operator. Reviews, response time, photos and completed verification are all things a business controls without raising a bid, and all of them are things an agency can be held to. That is why an account can be fully funded and still quiet, and why "raise the budget" is usually the laziest answer available.

One honest limit while we are quoting the source: that page does not name business hours or physical proximity as ranking factors, and we are not going to tell you it does. What hours affect is something different and more immediate, which is the next section.

## Your Schedule Can Make You Invisible While Your Bid Is Fine

Local Services Ads serve inside the hours you set. Checked outside those hours your profile is simply absent, which looks identical to being outbid. In emergency trades, competitors running around the clock own the overnight window by default.

This is the failure that wastes the most time, because the symptom and the wrong diagnosis look the same.

An LSA profile serves inside its own schedule. Search your category outside those hours and you are not there. On a screen, that is indistinguishable from losing the auction, and the instinct is to raise the bid, which changes nothing because the profile was never eligible at that moment.

It matters most in the trades where the urgent call arrives at the worst time. A plumbing, HVAC, electrical or locksmith emergency does not wait for business hours, and a competitor who accepts leads around the clock owns that window uncontested. Whether you want those calls is a staffing decision rather than a marketing one, and it should be made deliberately instead of inherited from a default.

The practical rule we work to is simple: measure placement only inside your own ad schedule, and sample it repeatedly rather than once. A single check at the wrong hour produces a confident, wrong conclusion about your bid. We apply the same discipline to [plumbing](https://seoeliteagency.com/seo-for-plumbing/), [HVAC](https://seoeliteagency.com/seo-for-hvac/) and [electrical](https://seoeliteagency.com/seo-for-electricians/) accounts, where the overnight question comes up every time.

## The Budget Screen Is the Most Expensive Dialog in the Account

The weekly budget dialog arrives with Google’s own recommended figure already selected. Opening it to look and pressing save can multiply spend several times over in one click, and the figure is weekly rather than monthly, which is where people misread it.

A short warning that has nothing to do with strategy and everything to do with not losing money by accident.

When you open the budget control, Google presents tiers with its own recommendation already selected, framed with an estimate of the leads it might produce. Somebody who opens that screen to see what the current figure is, then presses the save button out of habit, can leave with a budget several times larger than the one they walked in with. We treat that dialog as read-only unless we are there to change the number to a figure the client has approved in advance.

The second trap in the same place is the unit. The figure is a weekly average, not a monthly cap, and the mental arithmetic people do on it is often out by a factor of four. A number that looks conservative as a month is aggressive as a week.

Underneath both is a question worth asking before any of it: is this budget actually capable of buying the position you want? A pay-per-lead product with a budget set well below what the category costs does not produce a smaller version of the result. It can produce nothing at all, while looking active in the dashboard, which is the worst state an account can sit in because it reports as healthy.

04 / 07

## Job Types and Service Areas Are a Legal Statement, Not a Wish List

Inside your category you select the specific job types you want leads for. Switching on work your license does not cover creates exposure that has nothing to do with advertising, and some services simply cannot be selected because the industry category does not contain them.

The category settings look like targeting controls. They are closer to a declaration.

Within an industry you choose which job types to receive leads for, and that list should be read against the license the business actually holds rather than the work it would like to win. A service license and a construction license are different instruments, and a job type switched on outside the one you hold generates leads you cannot lawfully fulfil. That is a licensing problem wearing a marketing costume, and it is the first thing we check on any trade account.

There is a ceiling in the other direction too. The job types available to you are the ones your chosen industry category contains, so a service that sits outside that category cannot be selected at all, however much demand exists for it. Finding that out early changes the plan; finding it out after promising the client that channel does not.

Service areas deserve the same scrutiny. The area drawn on an LSA profile is frequently far narrower than the territory the business actually covers and far narrower than its own website claims, usually because it was accepted as a default and never revisited. For [pool](https://seoeliteagency.com/seo-for-pool-companies/) and [contracting](https://seoeliteagency.com/seo-for-construction/) businesses that gap can quietly exclude the exact neighborhoods the crews already drive to.

## The Badge Changed, and It Now Shows Its Working

Google announced it is "unifying all Local Services Ads (LSA) badges", with Google Verified replacing Google Guaranteed, Google Screened, License Verified by Google and the Money Back Guarantee, and the badge displaying "details of which verification checks a business has passed" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)).

The trust signal on the unit has been consolidated, and the detail of that change matters to anyone managing a profile.

Google announced that "starting in October, we’ll be unifying all Local Services Ads (LSA) badges to create a single, clear signal of a business’ credibility" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)). The single Google Verified badge replaces "Google Guaranteed, Google Screened, License Verified by Google and the Money Back Guarantee" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)), which had previously split across different industries and confused buyers who saw different marks on apparently similar businesses.

The operationally important part is what sits behind it. The badge will show "details of which verification checks a business has passed" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)). An itemized list is a very different thing from a single pass or fail, because a check you have not completed becomes visible rather than merely absent.

That lines up with the auction, where Google counts "the verification checks you have completed" inside profile quality ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). Verification is therefore doing two jobs at once: persuading the person reading the unit, and feeding the ranking that decides whether they read it at all. Finishing the checks is the cheapest ranking work available in the product.

06 / 07

## The Profile Will Write Claims You May Not Be Able to Support

LSA profiles carry attribute claims and a business bio that can contradict the company’s own website. Since Google weighs the bio under relevance and images under profile quality, both need auditing against what the business can actually evidence.

Then the part almost nobody audits, which is the copy on the profile itself.

An LSA profile accumulates attribute claims and a short bio. Those claims can end up asserting things the company’s own website carefully does not: a specific number of years in business, a price promise, a guarantee. When the ad and the site disagree, the ad is the one making a representation to a buyer, and an unverifiable claim in an advertisement is a problem in its own right rather than a marketing nicety. We read the profile against the site, line by line, and remove anything the business cannot evidence.

It is also a ranking input, which people miss. Google lists the bio under relevance, as part of "services you provide and your business bio" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)), so vague or inherited copy is costing visibility as well as accuracy.

Photos sit in the same category. Google names "use of high-quality images" inside profile quality ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)), which makes an empty gallery a measurable disadvantage. The only acceptable fix is real photographs of real completed work. Stock or generated imagery presented as your own portfolio is a misrepresentation, and we will not put it on a profile, which is the same position we take on [roofing](https://seoeliteagency.com/seo-for-roofing-contractors/) and every other trade where the portfolio is the product.

## How We Run a Local Services Ads Account, in Order

Verification and categories first, then the profile and review flow, then the schedule and the response path, and only then the bid. The order matters because the later levers are the expensive ones and the earlier ones are free.
A concrete sequence, assuming a trade business that is approved but not producing.

- Verification and categories verification and categories. Complete every verification check available, then audit the job types against the license and the service area against the territory the crews actually cover. This is the work that is free, legally load-bearing, and counted by the auction.

- The profile the profile. Real photographs, a bio written to the services you genuinely sell, and every unsupportable claim removed. Then the review flow, because rating and review count are named ranking inputs and a trade business with a steady review habit compounds an advantage no bid can buy. Our [Google Business Profile work](https://seoeliteagency.com/google-business-profile-optimization-services/) feeds the same signals.

- The response path the response path. Google is explicit that missed calls may hurt responsiveness, so the question of who answers, how fast, and what happens after hours becomes a ranking decision rather than an office-management one. Set the schedule to the hours you can genuinely answer, then measure placement only inside them.

- The bid, last and last, the bid and the budget, against a target you stated before you started. Local Services Ads is a positional product, and a position you have not defined is one you cannot tell you are failing to hold.

We run this alongside search and the rest of the paid stack rather than in isolation, because the same business usually needs [paid search](https://seoeliteagency.com/ppc-advertising-services/) for the queries LSA does not cover. If you would rather have it run properly than learn these traps one invoice at a time, that is the job we do, month to month, from Naples.

Questions

## What owners ask us first.

- How are Local Services Ads ranked?

- Does missing calls really hurt my ads?

- What replaced the Google Guaranteed badge?

- Why is my profile approved and running but getting no leads?

- Can I get leads for any service I offer?

- Is Local Services Ads better than Google Ads?

- Do you require a long-term contract?

Jamie Kloncz · SEO Elite Agency, Naples
By an auction. Google describes it as "the process Local Services Ads uses to order profiles for a given search, taking into account bid and overall profile quality" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). Profile quality is itemized as "your rating, number of reviews, average response time, use of high-quality images, the verification checks you have completed, and any other information about your business that may influence user preferences" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)). Responsiveness and relevance are named separately, so most of what the auction weighs is not the bid.

Jamie Kloncz · SEO Elite Agency, Naples
Google says so directly: "Missed calls may negatively affect your responsiveness" ([Google Local Services Help, 2026](https://support.google.com/localservices/answer/7527305?hl=en)), and responsiveness is one of the named factors. That makes who answers the phone, and how quickly, a ranking decision rather than only a service one. It is also why we set the ad schedule to the hours a business can genuinely answer rather than the hours it wishes it could.

Jamie Kloncz · SEO Elite Agency, Naples
Google announced it is "unifying all Local Services Ads (LSA) badges to create a single, clear signal of a business’ credibility" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)), with the Google Verified badge replacing "Google Guaranteed, Google Screened, License Verified by Google and the Money Back Guarantee" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)). The badge will display "details of which verification checks a business has passed" ([Google, 2025](https://blog.google/products/ads-commerce/google-verified-august-2025/)), so an incomplete check becomes visible rather than just missing.

Jamie Kloncz · SEO Elite Agency, Naples
Usually one of four things, and only one is the bid. The ad schedule may mean you are not eligible at the hours you are checking. The job types may be narrower than the demand. The service area may be smaller than you think. Or the profile is thin on the things the auction counts, meaning reviews, response time, photos and completed verification checks. We work through those before touching the budget, because they cost nothing and the budget costs everything.

Jamie Kloncz · SEO Elite Agency, Naples
Only the job types your chosen industry category contains. If a service sits outside that category, it cannot be selected at all, regardless of demand. Separately, you should only switch on job types your license actually covers, because leads for work you cannot lawfully perform are a licensing exposure rather than an opportunity. We check both before building the plan rather than after.

Jamie Kloncz · SEO Elite Agency, Naples
They answer different questions, and most trade businesses benefit from both. Local Services Ads is pay-per-lead and sits above search results for a defined set of service categories. Paid search covers the queries and services LSA has no category for, and gives you control over messaging and landing pages that LSA does not. We would rather scope the mix honestly than sell you a single channel, which is the argument we make on our paid search page.
