# Florida Website Disclosure Rules

> Florida treats your website as advertising and requires different things from contractors, clinics and law firms. Most sites carry none of it. Here is what each rule says.

Most Southwest Florida service businesses treat their website as marketing and their paperwork as compliance, as though the two live in different buildings. Florida does not see it that way. For contractors the statute says the license number belongs in every advertisement regardless of medium. For clinics running a free consultation offer there is a specific block of capitalized text the law requires. For law firms the website is exempt from filing, which is not the same as exempt from the rules, and that distinction catches people. None of this is exotic. It is just rarely on the site.

Contractors, health care practitioners and lawyers each face different published requirements about what an advertisement must contain, and those requirements apply to the website whether or not anyone thought of it as an ad.

## The State Already Decided Your Website Is an Advertisement
Florida requires a contractor’s registration or certification number to appear in each offer of services, business proposal, bid, contract or advertisement, regardless of medium ([Florida Statutes section 489.119, 2025](https://www.flsenate.gov/Laws/Statutes/2025/489.119)). The phrase regardless of medium is the part that matters, because it removes the argument that a website is something other than advertising.
The van and the door are both advertising, and everyone knows it. The website is the same thing in the eyes of the state, and it is the one almost nobody checks.
Start with the sentence that settles the general question, because once you accept it the rest of this page follows.
Florida law provides that the registration or certification number of each contractor shall appear in each offer of services, business proposal, bid, contract, or advertisement, regardless of medium, as defined by board rule, used by that contractor or business organization in the practice of contracting ([Florida Statutes section 489.119, 2025](https://www.flsenate.gov/Laws/Statutes/2025/489.119)).
Read the three words in the middle. Regardless of medium. The statute is not listing the media that existed when it was written and quietly excluding the rest. It is saying the obligation follows the message, not the format. A truck door, a printed estimate, a social post and a home page are the same thing for this purpose.
That principle is worth carrying into the two sections below, because contractors are not the only licensed profession in Florida with published advertising rules, and the other two are less well known precisely because they do not look like advertising rules to the person reading them.
One thing to be clear about before going further. This page explains what published rules say. It is not legal advice, rules change, boards issue their own on top of the statutes, and the only sensible way to act on any of it is with your own counsel or the relevant board. What this page can usefully do is tell you what to go and look at.

## Trades: the Number That Belongs on Every Page That Sells
The requirement attaches to offers of services, proposals, bids, contracts and advertisements ([Florida Statutes section 489.119, 2025](https://www.flsenate.gov/Laws/Statutes/2025/489.119)). On a website that is not only the footer. It is the service pages, the quote request, and anything that makes an offer.
For contractors the rule is unusually easy to act on, which is why it is strange how often it is half done.
Plenty of Southwest Florida contractor sites do carry a license number, tucked into the footer in small grey text. That is a reasonable start and it may not be the whole obligation, because the statute attaches the requirement to each offer of services, business proposal, bid, contract or advertisement ([Florida Statutes section 489.119, 2025](https://www.flsenate.gov/Laws/Statutes/2025/489.119)), and a service page that invites someone to book work is making an offer.
The practical version is simple. Put it where the selling happens. The footer, yes, and also the service pages, the quote form, the estimate template, and the profiles you do not host but do own, such as your Google Business Profile and the directory listings.
And put the right one. A number that does not match the work being advertised is a worse problem than a missing one.
The reason to bother beyond the obvious sits in the second half of this page. A verifiable credential next to an offer is exactly the signal a cautious homeowner and an answer engine are both looking for.

## Clinics and Med Spas: the Free Consultation Trap
Florida requires that an advertisement offering a free, discounted fee or reduced fee service, examination or treatment carry a statement in capital letters about the patient’s right to refuse or cancel payment for anything performed within 72 hours of responding to that offer ([Florida Statutes section 456.062, 2025](https://www.flsenate.gov/Laws/Statutes/2025/0456.062)). Free consultation is an extremely common offer, and this is a rarely seen block of text.
This is the one that surprises people, because the offer it attaches to is close to universal in the category.
Florida requires that where a health care practitioner advertises a free, discounted fee or reduced fee service, examination or treatment, the advertisement carries a statement, in capital letters, that the patient and any other person responsible for payment has a right to refuse to pay, cancel payment, or be reimbursed for payment for any other service, examination or treatment performed as a result of and within 72 hours of responding to that advertisement ([Florida Statutes section 456.062, 2025](https://www.flsenate.gov/Laws/Statutes/2025/0456.062)).
Now think about how a typical med spa or clinic website is written. Free consultation. Complimentary skin analysis. Introductory pricing on a first treatment. New patient special. Those are offers of a free, discounted or reduced fee service, and they usually sit on the home page in the largest text on the screen.
The statute does contemplate a narrower case. The statement need not appear alongside advertisements in a classified directory whose primary purpose is offering discounted or free services, provided it appears prominently at least once in that directory ([Florida Statutes section 456.062, 2025](https://www.flsenate.gov/Laws/Statutes/2025/0456.062)). That is a carve-out for a specific publication format rather than a general exemption.
What to do with this is not to panic and strip every offer off the site. It is to take the list of offers your site actually makes, sit down with whoever advises you, and decide what has to accompany them. Whether a given page is covered, and exactly how, is a question for your counsel and your board rather than for a marketing agency, and an agency that tells you otherwise is overreaching.
The visibility angle is worth noting though. ## Law Firms: Exempt From Filing Is Not Exempt From the Rules
The Florida Bar states that lawyer and law firm websites are exempt from the filing requirement ([The Florida Bar, 2026](https://www.floridabar.org/ethics/etad/advertising-filing-requirements/)). That exemption is about filing for review. Required content, including the name of at least one responsible lawyer and the geographic location by city, town or county of a bona fide office, applies to advertising.
This is the distinction the whole section turns on, and it is easy to hear the first half and stop listening.
The Florida Bar states that lawyer and law firm websites are exempt from the filing requirement, including pop-ups on the lawyer or law firm’s own website, while television, radio, print and internet advertisements other than those websites must be filed for review unless they contain only presumptively valid content ([The Florida Bar, 2026](https://www.floridabar.org/ethics/etad/advertising-filing-requirements/)).
What that exemption removes is the obligation to submit the website for review before use. It is not a statement that the advertising rules stop at the edge of your domain. The Bar describes required content applying to advertising, including the name of at least one lawyer, law firm or qualifying provider responsible for the content, and the geographic location, by city, town or county, of at least one bona fide office location ([The Florida Bar, 2026](https://www.floridabar.org/ethics/etad/advertising-filing-requirements/)).
Put plainly, a firm can be entirely correct that it never had to file its website, and separately be running a website that does not say what advertising is required to say. The two facts do not contradict each other, and hearing the first one is how people stop checking the second.
There is an uncomfortable overlap with ordinary marketing practice here. A location page for a city where the firm has no bona fide office is a familiar tactic, and it sits awkwardly beside a rule about naming a bona fide office location. That is one more reason to build local pages around places you genuinely serve from, which is the same conclusion the search side reaches by a different route.

## Why the Same Disclosures Are What Search and AI Are Looking For
A license number, a named responsible person and a real office location are the facts an answer engine needs to treat a business as a verifiable entity rather than a page of adjectives. The compliance requirement and the visibility requirement point at the same content.
Here is the part that makes this worth an agency writing about rather than only a lawyer.
Answer engines and search engines share a problem when somebody asks for a provider in a particular town. They have to decide which of many similar pages describes a real, identifiable, accountable business. Adjectives do not help them with that. Verifiable facts do.
A state license number is a verifiable fact, and it can be checked against a public register. A named responsible person is a verifiable fact. A street address in a city you actually operate from is a verifiable fact, and it is the one that ties your site to a Google Business Profile, a map result and every directory listing you hold.
So the disclosure the state wants and the entity signal the engine wants are, in practice, the same content. That is unusual and worth exploiting. Most compliance work is a cost with no upside. This is compliance work that also happens to put the most credible material you own on the page.
It also helps with a quieter problem. Pages that make claims with nothing checkable behind them are precisely what the current wave of scrutiny is aimed at, and a page naming its credentials and its real location is not the kind of page that reads as generated.

## What to Check on Your Own Site This Week
Inventory the offers your site makes, then check each against the rule for your profession. Look at service pages and forms, not only the footer, and check the profiles you do not host. Then take the list to the people qualified to rule on it.
A short, concrete pass, worth doing before anybody rewrites anything.
First, list every place your site makes an offer. Home page hero, every service page, the quote or booking form, any pop-up, and the calls to action inside your blog posts. That list is the surface the rules apply to, and it is always longer than people expect.
Second, check that list against the rule for your profession. Contractors are looking for the certification or registration number wherever an offer is made. Clinics are looking at anything free, discounted or reduced fee. Firms are looking for the responsible lawyer name and a bona fide office location stated by city, town or county.
Third, look beyond your own domain. Your Google Business Profile, the directory listings, the social profiles and any lead generation site carrying your name are also places your business advertises, and they are frequently the ones nobody has opened in two years.
Fourth, take what you find to the people qualified to rule on it. Your board, the Bar, or your own counsel. Not your marketing agency, and not this page. The value of the exercise is that you arrive with a specific list rather than a vague worry.
Then treat the result as content rather than as a legal chore. Once the credentials, the responsible name and the real location sit on the pages that sell, you have satisfied a published requirement and put the most checkable facts you own in front of both the people and the systems deciding whether to trust you.
